He graduated from the Canadian Academy in Japan before studying at Ryerson University in Toronto, Canada. At age 20, he moved to Hollywood and became involved in voice acting, voicing Captain America in the mid-90s Spider-Man animated series. He is best known for providing the voice of Solid Snake and Big Boss in the video game series Metal Gear Solid.

Hayter also has a successful career as a screenwriter, having written the screenplay for the X-Men movie and co-written the sequel X2. He has directed the films Chasm and Wolves and also written for The Scorpion King, Watchmen, Chasm and Wolves. In 2015, he served as a director, producer, and writer for the mini-series World War III. Hayter won a Saturn Award for Best Writing for X-Men in 2001.
