On January 18, 1951, Elijah Eugene Cummings was born in Baltimore, Maryland. Elijah grew up with six siblings and was raised by sharecroppers Ruth Elma and Robert. At the age of 11, Cummings collaborated with a few of his buddies to integrate a South Baltimore swimming pool that was previously segregated. Elijah graduated in 1969 with honors from the college-preparatory secondary school Baltimore City College. He subsequently enrolled at Howard University in Washington, D.C., where he later served as student government president, treasurer, and president of his sophomore class.

Cummings belonged to the Phi Beta Kappa group, an intellectual honor group. He graduated from the University of Maryland School of Law with a Juris Doctor in 1976 after receiving a Bachelor of Arts in Political Science in 1973. Elijah joined the Maryland State Bar later that year. Before being chosen to represent the United States in the House of Representatives in 1996, he practiced law for over 20 years.
