Kody Kinsley’s career 

Kody H. Kinsley is a public servant who serves as the Secretary of the NC Department of Health and Human Services. He was appointed to this position by Governor Roy Cooper. 

Secretary Kinsley sees his role as having two primary objectives: effectively managing the ongoing COVID-19 pandemic and supporting the recovery of North Carolina’s residents.

In order to achieve these objectives, Secretary Kinsley has prioritized three key areas of focus: Behavioral Health & Resilience, Child & Family well-being, and a Strong & Inclusive Workforce.

As Secretary, Kinsley oversees a department with broad responsibility for all aspects of health and human services. The department is staffed by 18,000 people and has an annual budget of $26 billion. 

Kinsley joined the department in 2018, where he most recently served as Chief Deputy Secretary for Health and Operations Lead for North Carolina’s COVID-19 response.

Prior to his return to North Carolina, Secretary Kinsley served as the Assistant Secretary for Management for the United States Department of the Treasury under two administrations.

In this role, he was responsible for the agency’s operations and finances, which included nine bureaus and 100,000 employees.

With extensive experience in health policy, operations, and leadership, Secretary Kinsley has worked in both the public and private sectors. 

He has held positions at the White House, the U.S. Department of Health and Human Services and led operations for a behavioral health care service provider in western North Carolina. 

Additionally, Kinsley is a Fellow of the Civil Society Fellowship, a partnership between the Anti-Defamation League and the Aspen Institute, and an Adjunct Professor at the School of Government at the University of North Carolina at Chapel Hill.
