Policy Expert Claims Minister Yuddy's Reviews Unethical
William Harris TEMPO.CO, Jakarta - Back in December 2015, the Ministry for State Apparatuses and Bureaucratic Reform released its' evaluation of all state agencies and ministries' performances in at the Vice President's Palace, amid rife rumours of an impending cabinet reshuffle - which many speculated President Joko Widodo plans to do in January.
A policy expert for Migrant Care, Wahyu Susilo, believed that this is an unnecessary action - if not, an unethical move - since the Ministry itself is subject to reviews. "It cannot be subjected to a review done by itself," he said to Tempo on Tuesday, January 5, 2016. "
Wahyu explained that there are other institutions that has more authority to evaluate the performances of ministries and institutions - one of which, is the Chief-of-Staffs' office, which has a deputy whose sole position and task is to monitor the performance of state institutions, including ministries.
Other institutions include the Public Service Commission - who by description has the authority to review the quality of public institutions' level of services. In terms of the institutions' financial performances, the State Audit Agency (BPK) should be given the final authority to carry out such audits, continued Wahyu.
Wahyu also explained that the reviews handed out by institutions whose job is to churn out performance reviews are likely to more objective, as there is a lower possibility of a clash of interest within its' review.
As released on the Ministry's official website, the Minister for State Apparatuses and Bureaucratic Reforms, Yuddy Chrisnandi, said that there are only four state institutions and/or ministries, as well as two provincial administration, who scored above 80 in the Ministry's performance evaluations - namely the Finance Ministry, the Corruption Eradication Commission (KPK), the Fisheries and Maritime Affairs Ministry, the State Audit Agency (BPK), as well as the Special Administrative Region of Jogjakarta, and the East Java provincial administration.
Three institutions and four provincial administration scored between 75-80, namely the Development Finance Comptroller (BPKP), the Ministry of State Apparatuses and Bureaucratic Reforms, the National Development Planning Board (Bappenas), and the Administrations of South Kalimantan, Bali, East Kalimantan, and South Sumatra.
Eighteen institutions and three administrations scored between 70-75, while the remainder scored below 70 - with the Manpower Ministry, Small-and-Medium Enterprises Ministry, Sports and Youth Affairs Ministry, and the Ministry for Villages and Disadvantaged Regions trailing last with scores below 60, equivalent to a 'CC' ranking.
